Coordinated political leadership, legislative support and funding mechanisms shape the conditions under which enterprises and institutions develop.<\/p>\n\n\n\n<p>The CESAR Strategic Workshop Week addressed this dimension explicitly. An engagement at the Schleswig-Holstein State Parliament provided insight into regional governance frameworks, while a visit to the Flensburg business incubation centre demonstrated how incubation and mentorship support youth-led innovation.
